Depends on who has the relevant skill set.
For example, I’m not going to set narrowly targeted goals for someone’s career when she’s an expert in her field and I’m a reader of Wikipedia articles about her field. Meanwhile, if we are talking about something in one of my domains of expertise, she’s going to shut up and do as she’s told.
In between is a vast sea of potential objectives, which are usually sorted through semi-collaboratively, with the understanding that the decision —no matter how she might inform it— is mine.
